About Me
Eleni Karaoli is a highly accomplished attorney with a strong focus on non for profit, non government and civil society organizaitons, bringing a results-driven approach to every case. Her practice encompasses a wide range of legal matters, including founding organizations, contract negotiation, training and capacity building, and dispute resolution for both domestic and international clients.
Her main interest is the development and strengthening of organized civil society with a special emphasis on human rights and gender equality. She is an active member of various NGOs and NGO networks as a volunteer for the last 20 years. She is, among other, vice-president of the European Anti-Poverty Network (EAPN).
She envisions a strengthened and empowered organized civil society, highlighting the role CSOs can play in the development of wider society and the state in general.
EDUCATION
Eleni Karaoli studied Law at Athens University and holds a Master Degree in European, Commercial and International Law from Sheffield University.
EXPERIENCE
After working for a number of years in private legal sector, she was engaged by the Office of the Commissioner of Electronic Communication and Postal Regulation, working as a legal officer mostly responsible on handling regulatory issues. She was appointed as a member of the Commission for the Protection of Competition for two consecutive five-year terms, from May 2008 until Nov 2018. Since 2019 she has re-opened her private practice and offers her legal expertise in various fields.
ELENI KARAOLI is a legal professional, with extensive experience in NGOs Law, Lobbying and Advocacy, Gender Equality and Gender based violence as well as poverty. Her expertice include monitoring and analysing regulatory updates on EU and Cyprus’ regulatory framework on NGOs, spearheading projects and managing teams for projects implementation, drafting legal opinions, and providing training to NGOs on relevant to their work issues.

PRACTICE AREAS
Her main interest is the development and strengthening of organized civil society with a special emphasis on human rights and gender equality. She envisions a strengthened and empowered organized civil society, and a society in which the role of CSOs in the development of the society, and the state in general is highlighted.
She is an active member of various NGOs and NGO networks, both in Cyprus and EU wide NGOs, as a volunteer for the last 30 years. She has extensive knowledge of EU and national legislation on NGO’s and charities, as well as gender equality, stereotypes, equal opportunities, inequalities and poverty. She has great experience and knowledge in managing and organizing projects and was involved in organising numerous campaigns, seminars, informative assemblies and meetings, research, trainings, strategic review, round table discussions, conferences, conventions, and press conferences. She is the co-founder and president of the CIVIL SOCIETY ADVOCATES foundation, is a board member and vice chair of the European Antipoverty Network and Chair of the Cyprus Antipoverty Network and the Cyprus Women Lobby.
